The Ramsar Convention and Capacity Building

The Ramsar Convention on Wetlands, signed in Ramsar, Iran, in 1971, is an intergovernmental treaty which provides the framework for national action and international cooperation for the conservation and wise use of wetlands and their resources. The Convention's mission is the conservation and wise use of all wetlands through local, regional and national actions and international cooperation, as a contribution towards achieving sustainable development throughout the world.

Capacity building is seen as a key issue to stimulate and assist all Contracting Parties to develop, adopt and use the necessary and appropriate instruments and measures to ensure the wise use of all wetlands within their territories. In the past triennium (2003-2005), through the support of the Netherlands Government, an ‘Advisory Board on Capacity Building’ was established. The board is composed of relevant institutions/agencies on capacity building, some International Organisation Partners of Ramsar and some government representatives and acts as a contact group on capacity building issues in the Convention. The Ramsar Secretariat and the the Advisory Board strive to further emphasise communication, education and public awareness (CEPA) as central and cross-cutting elements for implementing the Convention. This brochure lists some wetland CEPA activities.
